The Faculty of Law, Universitas Sumatera Utara (FH USU) in collaboration with the Faculty of National Security, Indonesian Defense University (FKN UNHAN RI) held a Seminar entitled "Strengthening the Connection Examination Event to Achieve Certainty and Synergy in Law Enforcement in the Context of National Security". This activity took place in the FH USU Moot Court Hall in a hybrid manner with the support of the North Sumatra High Prosecutor's Office and the High Military Auditorate I Medan.

 

This seminar implements the Cooperation Agreement (PKS) between FH USU and FKN UNHAN RI, which is a follow-up to the memorandum of understanding (MoU) between USU and UNHAN RI. This collaboration aims to strengthen the implementation of the tridharma of higher education while providing concrete contributions to strengthening the national legal system, especially in handling connectivity cases involving civilian and military elements.

USU Rector, Prof. Dr. Muryanto Amin, S.Sos., M.Sc., represented by USU Vice Rector I, Prof. Dr. Edy Ikhsan, S.H., M.A., in his remarks expressed his appreciation for the holding of this seminar. He considered that the issue of connectivity is increasingly relevant amidst increasingly complex national security challenges. According to him, the integrity of the legal system needs to be maintained through a cross-institutional dialogue approach, scientific research, and responsive policies. In the era of Society 5.0, the law must be adaptive to change, but it remains firm in its implementation.

 

Brigadier General TNI David Hatigoran Hutagaol, the Head of the Staff Group representing the Commander of the Bukit Barisan I Military Command, conveyed the same message. He emphasized the importance of building a common perception and coordination among law enforcement officers as the key to effectiveness in implementing the connectivity inspection system.

 

Meanwhile, the Head of the Medan High Military Auditorate I, Brigadier General TNI Dr. Parluhutan Sagala, S.H., M.H., explained that the collaboration between FH USU and FKN UNHAN RI was born from an understanding between the leaders of USU and UNHAN RI institutions, which was then developed through discussions with the faculties. This seminar is an essential initial step, not only as an academic forum, but also as part of a real contribution in responding to connectivity issues that increasingly arise in handling mixed criminal cases.

 

The Dean of the USU Faculty of Law, Dr. Mahmul Siregar, SH., M. Hum, added that this activity manifests synergy between the academic world and institutional practice. The seminar is not only a space for disseminating knowledge but also a medium for strengthening the capacity of legal stakeholders and a part of community service.

 

Brigadier General TNI (Ret.) Dr. Tetty Melina Lubus, S.H., M.H., as a representative of the Dean of FKN UNHAN RI, Major General TNI Dr. Rachmat Setiawibawa, S.I.P., M.M., M.Tr. (Han), also conveyed hopes for the development of this collaboration. He emphasized the importance of expanding socialization and understanding related to implementing connectivity examination events in the general and military courts. He also encouraged strengthening cross-institutional cooperation through research activities and scientific development with strategic partners such as USU.

 

The seminar was guided by Dr. Putri Rumondang Siagian, SH, M.H. (Lecturer at the USU Faculty of Law) who acted as the seminar moderator by presenting resource persons Prof. Dr. Alvi Syahrin, SH, M.S. (Professor of the USU Faculty of Law), His Honor, Judge of the Medan District Court, Mohammad Yusafrihardi Girsang, SH, M.H., and Dr. Edi Yunara, SH, M.Hum (Lecturer at the USU Faculty of Law).
